When set 1 (true) the application cannot be started. It can and will be activated when needed.
This property is commonly used to prevent an OEM layer from starting.
Unlike most other properties, this property applies only to the application where it is set. Preventing an OEM layer from starting does not cause applications built on that OEM layer to also not start.
