Obsolete as of version 12.0. Driver RPC is now always optimized.
Caused drivers to send only what has changed, rather than an entire read block. Introduced with VTScada 10.0 - defaults to 1 for new applications, but 0 (false) for applications being upgraded.
Developers may set the value to 1 (true) after all servers have been upgraded.
