This property is not part of the Application Configuration dialog.
HTTP access to files and folders is restricted to those listed in the [HTTP-Unauthenticated] section of your Setup.INI file. Application folders do not need to be added to this list to run those applications on a thin client. ([HTTP-Unauthenticated] Section)
The default set of files and folders is as follows. For each listed folder, access is allowed to the files in that folder within the VTScada installation and to all of its sub-folders.

vts.css = 1 ; Allow access to vts.css in the {installation} folder
vts.htm = 1 ; Allow access to vts.htm in the {installation} folder
AnywhereClient\ = 1 ; Allow access to features required by the Anywhere Client
Data\ = 1 ; Allow access to map tiles
VTS\mobile\ = 1 ; Allow access to features required by the Mobile Client
