PollDriverAlarmDisable
0 (false) by default. If set to 1 (true), VTScada will not trigger an alarm when a polling driver fails-over from the primary to a backup server.
The alarms are decommissioned rather than disabled, so that they do not appear on the list of disabled alarms.
