Replaces characters not expressed as single bytes in both ASCII and GSM 03.38 character sets. Some cell modems appear not to use the GSM 03.38 extension table when translating ASCII characters, excluding characters such as "|", "^", "[", "]", "~", "\" and the curly brackets VTS script uses as comment delimiters.
